Context

International group operating large-scale infrastructure concessions (motorways, airports, parking facilities), characterized by extended investment cycles and high asset valuation complexity.

In a context of expanding scope, Finance leadership faced fragmented planning practices across concessions, countries, and business lines. This limited projection comparability and alignment with statutory consolidation of actuals.

Before technology selection, the priority was clarifying requirements and structuring a long-horizon management framework.

The challenge

The fundamental challenge was long-horizon concession asset valuation: how to manage assets with 30, 50, or even 150-year lifespans, with reliable cash flow projections and rigorous assumption governance?

In a business where investment decisions commit hundreds of millions over several decades, fragmented planning practices across concessions prevented comparability and weakened capital allocation decisions.

The objective: build a management platform enabling:

• Financial flow modeling over very long horizons with governed assumptions

• Alignment of strategic planning with statutory consolidation of actuals

• Reliable asset valuation to secure investment and divestment decisions

Our engagement

This engagement began with a shared observation with the CFO: concession business plans, built on Excel by local teams, were neither comparable nor reliably consolidatable. We spent several weeks understanding the specificities of each concession type (motorways, airports, parking) before proposing a unified model.

Our work encompassed:

• Defining a long-horizon planning framework (up to 150 years) integrating contractual specificities of each concession (duration, revision clauses, investment commitments)

• Building valuation engines calculating asset values according to governed, auditable assumptions

• Aligning the planning model with statutory consolidation to ensure consistency between strategic vision and financial reporting

The platform now consolidates over 160 entities and enables investment decisions on reliable foundations.
